Verifies a vehicle registration certificate (RC) by registration number.

Input: vehicle_number is required (max 20 characters). Spaces and hyphens are removed and letters are upper-cased before validation, so KA 01 AB 1234 and KA-01-AB-1234 are accepted. The normalized value must be 5 to 15 letters or digits (^[A-Z0-9]{5,15}$), otherwise the call returns IDTO_001.

Response contract: A successful verification returns HTTP 200 with status: "success", error_code: null, and a populated data object. A definitive no-record result ALSO returns HTTP 200 with status: "success", but carries a non-null error_code (IDTO_202) and data: null - every 2xx response is status: "success" and is billed, so do NOT distinguish a full-success verdict from a no-record one by status; branch on error_code. Only a raised error returns status: "error", and it is never billed. Every response carries billed (whether the call was charged), plus chargeble and user_consent (strings "true" or "false", "true" only when billed). Authenticate with your X-Client-ID and X-API-KEY headers. Send an optional Idempotency-Key header (up to 255 characters) to make retries safe.

Codes: IDTO_202 (2xx, no RC record for the supplied vehicle number), IDTO_001 (invalid input: malformed or empty vehicle_number returns 400; a missing field returns 422), IDTO_004 (duplicate request, 409), IDTO_009 (insufficient credits, 402), IDTO_006 (rate limited, 429), IDTO_007 (service configuration issue, 500), IDTO_008 (source downtime, 503), IDTO_010 (Idempotency-Key reused with a different body, 422).
